The singer is the Pakistani folk singer Shafqat Amanat Ali.
In the movie, this song is played when the two main protagonists meet and fall in love with each other.
The male protagonist is Rizwan Khan (played by Shah Rukh Khan), a talented man who suffers from Asperger's Syndrome, and the female protagonist is Mandira (played by Kajol), a hairdresser, both living in San Francisco, USA.
The climactic scene is when Mandira finally agrees to cut Rizwan's hair.
